The Regulatory Reform (Fire Safety) Order 2005 covers England and Wales came into force in 2006 and replaces most fire safety legislation with one simple order.  It places a requirement on any person who has some level of control in premises to take reasonable steps to reduce the risk from fire and make sure that people can safely escape if there is a fire.

The order applies to virtually all premises:

  • offices and shops
  • care homes, hospitals
  • community halls
  • places of worship
  • shared areas of properties with multiple residencies (housing laws may also apply)
  • clubs, restaurants and public houses
  • schools 
  • sports centres
  • hotels and hostels
  • factories and warehouses
  • tents and marquees

It does not apply to private homes, including individual flats in a block or house.
